The second Proposed Strategic Development Plan was submitted for examination on the Planning and Environmental Appeals Division (DPEA) on the 26 June 2017. The examination of the unresolved representations received during the consultation on the second Strategic Development Plan commenced in August 2017.
On the 20 July 2018, the Planning and Environmental Appeals Division (DPEA) completed their examination. The Report can be downloaded from the DPEA website or via the link below.
On 16 May 2019, SESplan received notification that Scottish Ministers have decided to reject the Plan. The decision letter can be viewed at Scottish Ministers Decision Letter
Second Proposed Strategic Development Plan - Report of Examination 20 July 2018
Under Section 22(1) of the Town and Country Planning (Scotland) Act 1997 (as amended) SESplan had progressed preparation of supplementary guidance on the Green Network. In light of the decision issued by Scottish Ministers in May 2019 to reject Strategic Development 2 (SDP2) there is no longer a basis for the supplementary guidance to proceed to approval. SESplan anticipates that the SESplan member authorities will take on board the contents of the draft guidance which it had prepared and, together with the comments received during the consultation exercise, reflect these where appropriate in decision making and in the preparation of similar guidance at a local level.

The SESplan Cross Boundary and Land Use Appraisal (the ‘Cross Boundary Study’) was published in April 2017. The appraisal was commissioned by Transport Scotland on behalf of SESplan. It considers how growth set out in the 2013 Strategic Development Plan will impact on transport movements crossing Local Authority boundaries within the region. This information is to be used by SESplan in the creation of a developer contribution mechanism for the region.
A new Development Plan Scheme was approved by the SESplan Joint Committee on 25 March 2019.
